Project Rakeeb is joint collaboration between two of Egypt’s most credible civil society organizations – the Egyptian Association for Civic Participation Enhancement (EACPE) and the Egyptian Association for Development and Dissemination of Legal Awareness (EADDLA).

  • EACPE:
    • EACPE is a Cairo-based non-profit non-governmental organization that is registered at the Ministry of Social Solidarity under no 5481/2004 and has currently two branch offices in the governorates of Minya and Fayyoum. The organization was established by a group of civic activists who have participated in creating and building the capacities of a number of active networks that work on women and child rights, in addition to different events related to human rights and human development at national, regional, and international levels. EACPE has three key programs on democracy development, education on human rights, and gender equality. The democracy development program is designed to promote the role of Egyptian citizens to exercise democracy and introduce political reforms. EACPE observes several types of elections that include parliamentary, presidential, and syndicate elections through its Democracy Status Watch. The second program of human rights education is developed to educate school students on human rights. The program was initially implemented in the governorate of Cairo in collaboration with the Ministry of Education. It has been expanded to include other Egyptian governorates. EACPE’s third program on gender quality aims at implementing the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

    EADDLA:



    • EADDLA was established in 2004 and was registered by the Ministry of Social Solidarity under 1934/2004. It was created to disseminate the culture of human rights and to promote citizen participation. In addition, it raises awareness on legal and constitutional rights among women and youth groups, media, and other NGOs. Within this scope, EADDLA has carried out a number of projects to build the capacities of leaderships of political parties, support the communication between the parliament and society, and encourage young people to participate in public affairs. EADDLA has worked to promote the role of female attorneys in public work, and support women political participation.

Overview of Project Rakeeb:

  • A new and innovate approach to election observation is being undertaken for the first time in Egypt – and the Arab World - for the People’s Assembly Elections. Drawing upon best practices of citizen observers from around the world, and adapting them to the unique Egyptian context, Project Rakeeb is combining statistical principles with state-of-the-art information and communications technology to implement an observation methodology known as “Parallel Vote Tabulation” or PVT.

    For these elections, Project “Rakeeb” is deploying citizen observers across Egypt to a statistically-sound, random, and representative sample of polling stations drawn by a trained statistician. These citizen observers will transmit their observation reports from throughout the country to a central data center in Cairo using their mobile phones. As a result, this exercise will enable Project “Rakeeb” to provide Egyptians with a rapid, highly accurate, and comprehensive assessment of the election process.
